Play for years and establish a network of PCs that you know are reliable, talented, and hard-working.  Then of course, hope that they're able to spend the time.  I'm facing the same problem right now.  I know many who fit those three categories, but many are unavailable due to time constrictions in the other aspects (gasp, something other than MUDs?) of their life.

If all else fails, advertise and screen them carefully to weed out the bad seeds.

Take care,

Jason

P.S.--By weed them out, I mean make sure they demonstrate their abilities and maybe even have them cite references. Then just remember to check the references carefully.

Weed them out, or buy them weed. I know that Lusternia pays builders with in game 'credits' that can be spent on skills for their characters.

That doesn't ensure that you'll attract good builders, especially when you're starting out the game and haven't a pbase to draw from.
