MUD Builders and Areas

I have been Mudding for a few years now, and have only found muds that have a few of the qualitys I have been looking for, so I have decided to try and create a mud. Anyways, I am looking for a program I can use that will help me create a mud so that it is easer for me to create one. if anyone knows where I can find one, please tell me. thanks.

A good compiler or interpreter.

Really, that makes the whole thing allot easier, unless you plan on coding in pure binary.
