I'm assuming you mean the spell web (if you have that spell in your system)?
This could be done through oprogs (if you have them) or through a special weapon flag, or hard coded, or ####, several other ways off the top of my head, would just depend on what you have in place and how you want to do things... |

If you look at the extended title, it seems he is talking about a specific mud, so it wouldn't really be a coding thing. I'm not sure though.
