I created something fairly similar to what you describe, but I automated all of the building - I would recommend you look into doing the same. Building the odd room is enough of a pain as it is, but if your players are going to build entire cities it's quickly going to become a LOT of work.

Ultima Online also works in quite a similar way.

It sounds like a great concept, but won't it end up evolving into what you are seeking to get away from? History would be built by the first wave of players and newcomers to the MUD would be faced with having to fit into that history. The only way to prevent this would be to periodically destroy everything and start from scratch (which would still provide an interesting concept).

Your idea sounds great. I've always gone for the medieval type atmospheres, but a caveman or post-apocolyptic society sounds pretty fun too. I hope you keep us all posted if you succeed in making this new mud.
