Find a friend who will grant you shell access to their home system running on port 23.  Or set your own to run on port 23.

EDIT: Oops, didn't notice you said telnet was disabled.

Oi, that is one thing I hate... libraries which feel compelled to nail their computers down like that... some people.... ick

Try bringing an old DOS boot disk and putting that in the drive and resetting, but that's a pretty long drawn out solution which may or may not work

If they have telnet blocked by run line or other, but allow IE.. as long as it's the menu itself locked, and the application isn't frozen you can still telnet. Lets say the name and port of the mud was: freaky.thisnthatmud.org on port 4059

in the URL bar for IE, type

and hit enter, if the app is not frozen or locked by the security package, it will open a telnet window to freaky.thisnthatmud.org on port 4059 . If that doesn't help any whatsoever, drop another msg here letting me know and I'll see what I can concoct.

I'm not sure this will work, but it might be worth a look...

"Welcome to the website of Mosha. The employees of Mosha combine years of programming experience with youth and fantasy. This has resulted in various applications on this website, among which the famous HTTP to Telnet gateway. This will allow you to telnet through almost every firewall with the use of a webbrowser. Since most firewalls do not allow telnet, this is especially at work."
