I'll take a stab at this one. The sign you may be talking about is more of an aesthic extra description for a room that points out a couple early players, and I believe it is in any stock Plains area file from the Merc release. I've asked around quite abit about the actual meaning of the sign and the answers I've gotten a pretty varied. I don't believe the sign lists any credits for the area, so if you wanted to alter it there shouldn't be any problem.
PS Did some quick checking, its room vnum 315 in stock ROT.
