I have trouble thinking with the idea of a PhD Maths working on something like this!

I would suggest incorporating someone such as a psychologist or philosopher into the mix. It seems an impossible task to come up with a logical system for measuring something so completely subjective.

Any such system would, to my mind, require a great deal of human management. This essentially means that any such system would be little more than a databsase.
