Call it a trust network or a reputation system, etc. It's really more of a mathematical thing than a sociological thing. There exists, in a community, a general consensus about someone else. The trick is to figure out how to translate that consensus into a number in a way in which any single individual or likely group of individuals can't consciously manipulate the number.
