Matt is quite right in there, we're a perfect example. We have 0 players, as we're still in development, but currently ranked 13th.
To get in the top 20, it takes around 300 votes. That means only 10 people that vote twice every day.
EDIT: Forgot it resets every 15 days or so, not monthly.
