Looks like Tec would be a good game for you. The Eternal City has well over 100 characters. It has close to 100 people online 24 hours a day (lowest I have seen was around 62). The game has many "Newbie Friendly" people and many that don't give a hoot about it. Everything that goes in between is where your options begin. The characters within the game all interact with eachother through "In Game" means. The people within the playerbase tends to be fairly strict about associating with "OOC Players".
I would be opt to say it is free to play, but I would be lying. It does cost per month to play and I would also be lying if I said it wasn't worth every dollar. The Eternal City used to be very competitive within the Top Mudsites when it was free to play and still hit #1 occasionally after it went pay to play (which was some time ago). It does a good job of competing with other muds that are free to play. As you can see it does hold one of the Top Ten spots and is well worth looking into.
