It's been ages since I worked with mob_progs, since the DG_scripts are so much more versatile. However I am a terrible packrat, so I've still got a couple of manuals that I was using way back then in my computer. It says in one of them that mob_progs were developed in MERC and modified for ROM. The links I have are not valid any more, but checking the websites for those codebases would probably yield some info.
Or, if you like, I could just send you the manuals. They are a bit old, and no doubt the mob_progs have been developed a bit since then, but they were pretty good and should definitely hold all the basic info you are asking for.
