If you're new to building or just want to refine your techniques, the supplement from the Head Builder of Dawn of the Ages is, IMHO, excellently written and useful for both new and advanced builders. It's focused around the creation of a Merc/Diku-style area, but the general tips given there will pertain to any codebase.
