The list is just supposed to reflect the number of people voting for each MUD. Since the definition of "best" MUD is highly subjective, there is no real way to measure the quality of a MUD objectively relative to other MUDs (especially those unrelated in theme and/or genre).
The list is also supposed to reflect the current situation. If the votes did not reset once every 15 days, a MUD that was once very popular for several years would remain in a top position long after its pbase abandoned it.
