Only partly true. Some use proprietary extensions. Others use things like MXP, or compression, etc, which are hard to deal with if you don't have support for them in the client. But yeah, most of them you could play using a VTxx client for 1980s DOS, assuming you could tack a TCP/IP layer onto it to make it think it was talking to a COM port instead. lol
