I'm not sure if that's just my lack of experience or something else - and I'm not 100% sure if my answer is on topic? but like..
From what I have saw in any community - not just mud - anywhere at all, any rating system where the people rate some other people they can and meet will always be inaccurate, and quite possibly it will be very inaccurate.
If you could hire special "overseers", which would do nothing else but spectate whatever fields of activity you need to rate - your rating system would become much more efficient - yet it still would be far from perfect, especially if the overseers would be able to exchange their views with each other.
I guess its just part of every human's brain, that inability to fairly rate others, especially when it comes to someone they personally know?
