Staff who understood the game world
Staff who were capable of running RPTs
Staff who were willing to run RPTs
Players who understood the game world
Higher standards for RP
Greater enforcement of IC setting
Greater enforcement of OOC rules
Less tolerance of H&Sers
Less tolerance of twinks
Less tolerance of players who are unwilling to learn and/or adapt to the setting
Less emphasis on playerbase numbers and greater emphasis on the above

Those are just a quick few off the top of my head.
