You'd need to pick a codebase in which to design the MUD. You'd need reliable server space. And, at the very least, you'd need to already have a built-in knack for attracting people who are willing to help you get the project up and running - and the knack for self-promotion. If you've got an aptitude for coding, you could probably learn to work within the chosen codebase. You might also want to learn some HTML for website design. You'd need to learn a lot about human behavior and how to tap into reserves of patience you might not realize you have. And you'll need to learn how to manage your time to effectively run and promote a successful game.
