This is a discussion on "Question about voting/ranks" in the Top Mud Sites Tavern of the Blue Hand forum :

I've noticed recently that at least one of the games in the top ten list generally has a population of around 25, yet manages to have hundreds of votes. I'm curious as to how this works. I'm also curious about what constitutes 'incentives'. I've heard of games that give flags to players for voting, and some which take away annoying 'nag' flags when you do vote. Please take note: I am not accusing of anyone of cheating. . Primarily, I'm interested in knowing what is ...

Well, having a population of 25 could definitely net you a couple hundred votes over the voting period. Consider that Achaea has a population of hundreds and ends up with between 3 and 4000 votes during a voting period. The ratio of simultaneous users to final votes doesn't sound that far off. I'm willing to bet smaller MUDs may be able to achieve higher vote/player ratios too as the feeling of pulling together to achieve a common goal is easier to instill into a smaller playerbase than a larger one.

I would say that either of those would be against the rules. Voting should have no direct in-game effect.
