While it'd be helpful to know what happens when you try to use the item with a non-immortal, try cleaning up those wearlocs (something to the effect of "oset <vnum> wear take wield"). If it's a standard weapon, remove any wearlocs aside from those two. I also assume you've checked the level as well.
