You are over thinking this. Few muds have alphas and betas. You can implement everything in my list without any clue what you want your mud to be, including combat system or magic or whatever. You don't write a mud for programming experience, you write a mud to write a mud, and that typically means that you already know what you want to see in it. Muds don't typically have design documents, and if you spend a month pondering this project before starting you won't get anywhere. Even some successful muds just started; i don't believe Dentin started with a game design and planning phase for example.
