Develop an engine if you want to, but don't do it because of any perceived "need" for one and be prepared for the fact that nobody will use it. There have been codebases around for years that are capable of supporting professional quality games but most new muds tend to use the codebase the creator was most familiar with as a player.
As Ide said the engine itself has very little bearing on how the game actually plays, so if you were talking about creating a kind of stock codebase complete with a DR/GS-a-like canned game then you would probably find more people interested in using it.
