A MUD was removed from the voting database today after this was discovered in their helpfiles:

The short version - rewards for voting are not allowed, whether a personal reward or a global MUD event because a MUD reached a certain voting position. You can have code in your MUD to help players track voting time / reminders as long as it is 100% opt-in and there is no in-game benefit to using it.
